Why

The Home Office "Police powers and procedures: stop and search, arrests and mental health detentions" bulletin (year ending 31 March 2025, published 6 November 2025) publishes arrests by self-defined ethnicity for the territorial forces, with rates per 1,000 population by ethnic group at England and Wales level using Census 2021 denominators (Census 2011 for years to March 2020). Ethnicity facts and figures publishes arrests per 1,000 by ethnicity and police force area but its latest year is March 2023. No official table gives a per-100,000 rate by force for the latest year; it is calculated here from the published counts and the Census 2021 ethnic-group population of each force area.

Privacy and disclosure restrictions

Self-defined ethnicity is not stated for a share of arrests each year. Denominators change from Census 2011 to Census 2021 between years and must not be spliced. Small force-level groups produce unstable rates.
