Official data conflicts
Official series that describe the same thing should agree. Each rule below states a relationship the publisher’s own methodology implies, and it is tested on every period where all the series are published for the same period and geography. Definition, period, geography and vintage are matched before anything is called a conflict. Where a breach remains, two official sources currently report different values; that is reported as a fact about the data, not as a claim about anyone’s honesty.

Before a difference is called a conflict
Definition, period, geography, vintage, population and methodology are compared first. Two series with different definitions are not in conflict; they measure different things, and the glossary and each metric’s “people often confuse this with” card say how.
