What a record here is, and is not
It is the extreme of what this site holds for the series: the periods listed under each record, and the local authorities the publisher covers. Earlier figures a publisher has released but this site does not hold are not searched, so a record can be beaten by history rather than by a new figure. A back-series is searched together with the series it continues, because a reader sees them as one.
Where a figure is published for an area at more than one release, the newest release is used, so a record reflects what the publisher says now rather than what a superseded release once said. An area with nothing published is absent from the search, never counted as a zero competing to be the lowest.
