What these figures don’t measure

Total HMRC receipts: Taxes HMRC does not collect: council tax, business rates, vehicle excise duty and the devolved taxes are raised elsewhere and are not in this total.

Income Tax receipts: Income Tax raised in Scotland under Scottish rates as a separate figure, or the tax due on a year's income rather than the cash received in the year.

VAT receipts: Who ultimately bore the tax. VAT is collected from businesses and passed on in prices to an extent this figure cannot show.

National Insurance receipts: What those contributions entitle anyone to. National Insurance is a tax on earnings; the state pension is paid from current spending, not from a fund built up by the payer.
