What this measures

The percentage of adult and child offenders in England and Wales released from custody, given a non-custodial court disposal or cautioned in the quarter who committed a further offence within one year that led to a court conviction or caution within a further six months.

What this doesn’t measure

Offending that was not proved in court or by caution, reoffending after the one-year window, or offenders who could not be matched to the Police National Computer.

Important caveat

A proven reoffence is an offence committed in a one-year follow-up period that led to a court conviction or caution in that year or in a further six months. The cohort is offenders released from custody, given a non-custodial court disposal or cautioned in the quarter; offenders who could not be matched to the Police National Computer are excluded, so cohort numbers do not represent all proven offenders. Because of the follow-up and waiting periods the latest cohort is about 21 months old at publication. From the October to December 2015 cohort the data come from different sources and earlier cohorts are not directly comparable. Rates based on fewer than 30 offenders are suppressed.
