Method Methodology What this does not measure The bill on any particular dwelling: most dwellings are in bands A to C and pay less, single-person and other discounts and council tax support reduce bills, and Wales, Scotland and Northern Ireland set their own systems and are not in this table.
The average Band D figure is a level set before the year begins, across all billing and precepting authorities in England, weighted by tax base. It includes the adult social care precept since 2016-17 and parish precepts. Most dwellings are in bands A to C and pay a fraction of the Band D amount; discounts, exemptions and council tax support reduce many bills further. Scotland and Wales set council tax separately and Northern Ireland uses domestic rates.
England only: Welsh council tax is set by the Welsh Government's tables and is not loaded yet, so Welsh authorities are drawn as no data.
