What “better” means here
- Recorded crime: better when it falls.
- Private rents: better when it falls.
- House prices: better when it falls.
- Median full-time pay: better when it rises.
- Band D council tax: better when it falls.
Lower house prices are treated as better in the default calculation because they improve affordability for buyers. Existing owners may reasonably prefer rising prices, so a set that leaves house prices out is offered above.
How the score is worked out

- Every indicator counts once. There are no weights and no thresholds.
- Nothing is modelled or interpolated: each change is the newest published value against the value twelve months earlier, both as published.
- An indicator that did not move counts for neither side.
- An indicator with no published comparison for an area is left out and named. It is never counted as no change.
- Which direction is better is a judgement, stated openly above, not something the data decides.
- The score is a count, not an index: +4 is not “twice as good” as +2, it is two more indicators moving the better way.
This is a Civometry calculation on official figures, not an official statistic. It cannot say why anything moved. The score measures the balance of these selected indicators only. It does not mean an area as a whole became objectively better or worse. Method in full.
Sources and periods
Official datasets are released on their own timetables, so the twelve months are not the same twelve months for every indicator. Each row says which comparison was used.

Where one indicator’s latest comparison is older than another’s, that is the latest the publisher has released, not a fault in the area.
