What “better” means here

  • Recorded crime: better when it falls.
  • Private rents: better when it falls.
  • Median full-time pay: better when it rises.
  • Band D council tax: better when it falls.

Lower house prices are treated as better in the default calculation because they improve affordability for buyers. Existing owners may reasonably prefer rising prices, so a set that leaves house prices out is offered above.

What this does not measure

Direction is a judgement stated openly: lower house prices are treated as better because the score is about the cost of living in an area, not about owners' wealth. Pay is a survey year and council tax a financial year, so the twelve months differ by measure; each component shows its own period.
